The divider line used on most of the pages is from GRSites.com, as is the background of the borders.  And, yes, the borders do have a background that adds to the "autumn" theme, but they're not set to show in the default. You can see an example on the Text - No Navigation page, where the left border has been set to show just for that page (not in the layout).  Use page area properties to set one or more of the borders to show.
